What was done was against the rules (harassment), damaged CCP's reputation (only have to check the MMO boards to see the response), and if nothing is done to prevent this sort of thing occurring then it will happen again and potentially someone could be harmed, either one of the perpetrators in RL or the victim through self harm. More disturbingly one of the perpetrators stated in this thread that they're actively competing against other people also doing the same thing and so they're being forced to 'outdo' each other which means the abuse will take the slippery slope of stupidity and potentially become much more serious with more serious consequences. If CCP does not act on their duty of care towards their playerbase now they are aware of the problem then they could be liable for a portion of any damages if someone did sue. CCP gains nothing but negative publicity and the potential to be sued if they don't act. They cannot now claim they were not knowledgeable about the activity as a defense.
So let me ask you this question...

Should they be banned for knowing and not saying anything?
